The second summit of the heads of State or Government of the Gas Exporting Countries Forum (GECF) was held in the hall Hall of St. Catherine in the Great Kremlin Palace on July 1, 2013.

It brought together representatives of Algeria, Bolivia, Egypt, Ecuador, the United Arab Emirates, Guinea, Iran, Libya, Nigeria, Oman, Qatar, Russia, Trinidad and Tobago and Venezuela.
Kazakhstan, Iraq, the Netherlands and Norway were attending as observers.

According to the Final Declaration, Member States have agreed to consider the gas market over the long term and to embrace prices based on oil indexation.
