The Russian Federation has filed a complaint with the Organization for the Prohibition of Chemical Weapons after they were used by the Ukrainian armed forces against their civilian population.
White phosphorus and chloropicrin have been deployed by the Ukrainian army since June 11.
In 2004, the United States had used this weapon in Fallujah (Iraq); in 2006 Israel followed suit in Lebanon and in Gaza in 2008-09.
