The Security Council,
Guided by the purposes and principles of the Charter of the United Nations,
Expressing concern over the threats to use force against the territorial integrity and political independence of the Bolivarian Republic of Venezuela, in breach of the provisions of Article 2.4 of the Charter of the United Nations,
Expressing further concern over the attempts to intervene in matters which are essentially within the domestic jurisdiction of the Bolivarian Republic of Venezuela, in breach of the provisions of Article 2.7 of the Charter of the United Nations,
Reaffirming that all members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered, in line with the provisions of Article 2.3 and Chapter VI of the Charter of the United Nations on the Peaceful Settlement of Disputes,
Reiterating the need to fully respect the principles of humanity, neutrality, impartiality and independence for the provision of international assistance,
1. Urges the settlement of the current situation in the Bolivarian Republic of Venezuela through peaceful means, within the framework of its National Constitution, and in full respect of its sovereignty, territorial integrity and the right to self-determination of the Venezuelan people, and welcomes the calls of the Secretary-General of the United Nations in this regard;
2. Supports all initiatives aimed at reaching a political solution amongst Venezuelans to the current situation in the Bolivarian Republic of Venezuela, including the Montevideo Mechanism, through a genuine and inclusive process of national dialogue;
3. Reaffirms the primary role of the Government of the Bolivarian Republic of Venezuela in the initiation, organization, coordination and implementation of international assistance efforts and initiatives within its national territory, and recalls that such assistance should be provided with the consent of and on the basis of an appeal by the Government of the Bolivarian Republic of Venezuela, as provided by the Constitution of Venezuela and in line with General Assembly resolution 46/182.
