As you’ve likely heard by now, the Agency is mounting a surge particularly directed at the UN Security Council (UNSC) members (minus US and GBR of course) for insights as to how to membership is reacting to the on-going debate RE : Iraq, plans to vote on any related resolutions, what related policies/ negotiating positions they may be considering, alliances/ dependencies, etc - the whole gamut of information that could give US policymakers an edge in obtaining results favorable to US goals or to head off surprises. In RT, that means a QRC surge effort to revive/ create efforts against UNSC members Angola, Cameroon, Chile, Bulgaria and Guinea, as well as extra focus on Pakistan UN matters.
We’ve also asked ALL RT topi’s to emphasize and make sure they pay attention to existing non-UNSC member UN-related and domestic comms for anything useful related to the UNSC deliberations/ debates/ votes. We have a lot of special UN-related diplomatic coverage (various UN delegations) from countries not sitting on the UNSC right now that could contribute related perspectives/ insights/ whatever. We recognize that we can’t afford to ignore this possible source.
We’d appreciate your support in getting the word to your analysts who might have similar, more in-direct access to valuable information from accesses in your product lines. I suspect that you’ll be hearing more along these lines in formal channels - especially as this effort will probably peak (at least for this specific focus) in the middle of next week, following the SecState’s presentation to the UNSC.

À l’heure qu’il est, vous savez probablement que l’Agence est en train de monter une opération particulièrement dirigée contre des membres du Conseil de sécurité de l’ONU (UNSC) (hors US et GBR bien sûr) afin de savoir comment ces membres réagissent vis-à-vis du débat en cours concernant l’Irak, leurs intentions de vote sur les résolutions prévues, les plans d’action/positions de négociations envisagés, alliances/dépendances, etc - toute la gamme d’informations qui pourrait donner un avantage aux négociateurs US dans l’obtention d’un résultat favorable aux objectifs des États-Unis et permettre d’éviter les surprises. Par actions RT, il faut comprendre un effort particulier dans le domaine du QRC afin de réinitier/créer des efforts contre les membres UNSC tels que l’Angola, le Cameroun, le Chili, la Bulgarie et la Guinée, ainsi qu’une attention particulière au Pakistan dans ses démarches à l’ONU.
Nous avons également demandé à TOUS les "topi" des RT de prêter une attention particulière aux communications professionnelles et domestiques des membres de l’ONU non-UNSC afin d’y repérer toute information intéressante concernant les délibérations/débats/votes en cours à l’UNSC. Nous avons une bonne couverture des activités diplomatiques à l’ONU (plusieurs délégations ONU) de plusieurs pays ne siégeant pas à l’UNSC en ce moment et cette couverture peut nous fournir des perspectives en rapport avec ce qui nous intéresse ainsi que toute autre information intéressante. Nous ne pouvons pas nous permettre d’ignorer l’éventualité d’une telle source.
Merci de faire passer le message à vos analystes qui disposent éventuellement, via vos lignes-produits, d’accès similaires et plus indirects à des informations précieuses. Je pense que vous allez recevoir des consignes similaires par des canaux plus formels - d’autant que cet effort va aller en s’intensifiant (au moins pour cet objectif précis) à partir du milieu de la semaine prochaine, suite à la présentation faite par le Secrétaire d’État devant l’UNSC.
